I have experience using blender. If you switch what are you trying to do with it

Fusion sees an STL as a dumb mesh, so Blender is the easier route and this edit is small. Import the STL, press Tab for Edit Mode, press 2 for edge select, then alt+click the rim of the opening to grab the whole loop. Press E, then the axis the hole runs along (X, Y or Z), type 20 and hit Enter, and use -20 if it goes the wrong way. That pulls the rim out as a new 20 mm wall, as long as the import is 1 unit per mm, so check the dimensions in the N panel before and after. If it's a hole in a flat plate and you need it deeper rather than longer, that's a boolean instead: add a cylinder, size it, then use a Difference modifier. Run the 3D-Print Toolbox non-manifold check before you export, since a hole is just a loop of vertices with ambitions.

Fusion hates stls, you'll be better off using blender or something like that. That's what I'd use.
