see my other comment: If you look at all his features it's very likely him. the hairline only looks different bc the front part of his hair is more grown out than in the suit photo (you can see this difference in other confirmed photosphotos of him) his features are the same, squared chin, protruding lower jaw, the top of his ears jutting out at the same angle, his distinctly short nose with a large tip,, the same build etc.

Also, this wasn't a giant march, it only had about 100 participants. It's extremely unlikely he had a doppleganger in such a small scene he was very much active in.
