Why do DTE and A2P2 both argue that the existing A2SEU is not a utility when it is one?
The Sustainable Energy Utility is trying to establish itself after being approved by voters, but both DTE and A2P2 are arguing that it is not a utility. Why would these two seemingly opposed entities be aligned? Probably because they are both trying to end-run a good concept before it gets off the ground in order to serve their respective interests, which center around control of a poorly performing and badly regulated asset: the distribution grid.
A2SEU is trying to develop the grid of the future, which is a coordinated, networked, distributed resource that reduces individual and collective reliance on an obsolete grid design that physically embodies the 20th century model for fossil-fueled, centralized generation.
Here is A2SEU's response to DTE's most recent assertions that actively try to limit A2SEU's purview: https://mi-psc.my.site.com/sfc/servlet.shepherd/version/download/068cs00002ATemWAAT
A2P2 tries to argue that they support the SEU, but their end-run of the city's existing initiative proposes to burn resources we could be using to build out and expand the SEU on litigation and bureaucracy. Instead of pushing a ballot proposal that *does* usurp elected City Council authority and burns city funds on a second study of a distribution grid purchase that still fails to define where generation would come from, how interconnection would work, and at what cost, they could be working collaboratively toward the new state regulatory construct needed to remove statutory limits on the SEU's utility design.
