My almost 4yr old cat has been itching all the time even after flea treatments and changing her diet.

My cat has almost a collar of scabs around her neck and we cant figure out the cause. The poor baby is always itching her neck and tail causing a bald spot by her tail. We got rid of fleas then thought it was an allergy to chicken. Removing chicken helped a bit but it seemed to come right back. Weve been trying fish oil to see if it helps. We took her to the vet a while ago and they kept saying its an allergy to fleas but doesn't improve even after nearly monthly flea treatments. Shes never had a proper bath and my other two cats dont have anything similar. Has anyone's cat dealt with his or any vets know what may help? I would greatly appreciate any advice.
