Document everything from now on, photos, dates, texts, all of it. Also worth checking your state's tenancy authority, most have a free dispute service that can actually act on this without a lawyer.

Add up the total damages. Print out all the communications. Police report for theft. Send her a formal breach and letter of demand for the value of missing items.

Foreign property manager

Yep. "This is how we do it back home in [insert third world country]". Stupid justification and these kinds of people can be thick as bricks about accepting Australian law.

Be very very very clear that she needs to give written notice 24 hours prior whenever she enters. I almost killed a real-estate agent who walked into my bedroom doing a surprise inspection when I was asleep after working night-shift!

I’d also like to know how much legal standing my rental agreement has. For example, can I prevent a new roommate from moving on the basis that my rental agreement is technically for the whole house, and says nothing about just being for my room?

Haha. WTF!
Check your rental contract. If it says the house is yours, tell her to F-Off. Call the police.

I’ve just been told she took our smoke alarm out to give to another property after someone requested a new one.

This is a very big deal. Document this!

I'd be giving Tenants Victoria a call. Sounds like this is some illegal subletting and boarding home.

Either way OP, it sounds like you need to find somewhere else to live. Give this woman hell. Report her to everyone, ATO tip line, Council (illegal hostel),
