The delay is mainly due to the regular process of playtesting

Schrodingers playtesters - we are the playtesters when we complain about shit being unbalanced or unfinished but we aren't the playtesters when the update is being pre-playtested

so no one at valve is telling you off for complaining. theyve gone on record saying they want complaints so they can make the game better. you're mad about like, three dozen comments on reddit directed at people being annoying about balance changes they don't like

We're play testers but we aren't QC, we usually don't encounter things like stuff not working at all or walking through new sections of map and falling through the floor.
