My 2013 ST Has a weird idle problem
It idles at 900-950 at normal times which I'm pretty sure is too high. Then when I downshift then go into neutral the rpm will just drop really fast and go down to 300-500. I even had an event when I was driving home a few weeks ago and whenever I would downshift then go to neutral the car would completely die. No CEL have ever popped up for any of this happening. It does have an aftermarket BOV and a 3" intake pipe otherwise full stock

u/MightBeYourDad_ is correct. I would check the car's recall status before replacing the purge valve. If the original recall is still open, take it in. It may need more than a purge valve.

Just had mine replaced under the recall not too long ago, OP shouldn’t have an issue.

Sorry for the long dissertation, but Ford made this somewhat complicated.
Is recall 18S32 still open? This recall specifically calls for inspecting (attachment III) and fixing EVAP related components. It was also supposed to install ECU software to better report purge valve problems. For some, including me, the software update was not properly done. I have never gotten a purge valve related DTC, but have experienced purge valve problems. I'm on my 3rd purge valve.
Recall 26S40 (NHTSA 26V369) only corrects the ECU software that was improperly done by recall 18S32. AFAIK: It does not specifically call for any EVAP system repairs.
The worst case scenario: Your purge valve is bad, you have gas tank deformation, the LPFP is bad and the EVAP canister is compromised. The cost of parts would be $1400+ without labor. This is why I suggested taking it in, if 18S32 is open. If 26S40 is the only recall open, then parts replacement is not guaranteed.
To get through the wait, get a replacement purge valve from Ford and replace yours. Ford may balk at a non-Motorcraft part, if EVAP system repairs are needed. The Ford P/N is BV6Z-9D289-E. I got my last one at my local dealership ($66). The non-turbo Focus purge valve will not work in the ST.
If you have an aftermarket tune, you are basically on your own, unless you go back to stock. Many have reported that Ford cannot or will not honor the recall if tuned. Ford can tell if the car has ever been tuned.

I got in contact with my friend who works at the dealership further away. He said he could get me in tomorrow. He's a good friend so I'll try to see if he can bypass having only the 26S40 recall open. I'll talk to him about checking to see if the 18S32 was fully completed with parts if that's possible

Try this first. Disconnect the purge line at the inlet manifold and bung the inlet hole. I use a vacuum cap and fasten it tight with a cable tie. This ensures it will not blow off under boost which has happened to me before. Next disconnet the line at the fire wall. You have basically deleted the purge valve from the system to do diagnostics.
If the symptoms persist then it is not your purge vavle.
Mine had symptoms like yours and was the fuel injector pressure sensor.

Not normal but typically symptoms of a bad purge valve
