Why would you interpret "free Cuba" as siding with the Cuban government? It's pretty clearly siding with the Cuban people, like "free the Cuban people from the oppression of the Cuban government". What would the Cuban government need to be freed from, apart from its own corruption and authoritarian control?

He didn’t say free the Cuban people, he said free Cuba as if he supports that government.
