The CBC story and headline don’t paint quite the same picture as The Guardian. From that story:
>P.E.I.’s auditor general has found that a government video, featuring Premier Rob Lantz and Finance Minister Jill Burridge, ran afoul of the Government Advertising Standards Act.
>Darren Noonan, the province’s auditor general, acknowledged the finding in a letter responding to a complaint filed by P.E.I. Opposition Leader Hal Perry.
It also includes the Premier’s rebuttal:
>“No public money was spent to advertise or promote this social media video,” reads a statement provided by the P.E.I. Premier’s Office.
I think the wording here is pretty intentional. Public money was spent to create and post the ad, surely, and they’re trying to say because they supposedly didn’t boost the post there was no money spent.

"I can only go by the advertisement that was provided to the office, and it's clear that there's a caption there that says this ad was paid for by the Province of P.E.I. so, you know, we have to assume that it was," Auditor General Darren Noonan said.
lolz at Lantz's weasel wording...
