A decent number of places refuse immigrants from non-asylum situatuons that would require them to be on welfare. Being able to prove that you are a boom to the people of the country and not a bane is pretty bog standard.
Shapiro appears to be advocating for the poor to immigrate to another country. As this isn't an asylum situation nobody would take them as many countries will refuse non-emergency immigration for those that will do little more than be a burden on the system.
