This law is classing it as such. Which is why it's so dumb and massively overreaching, considering actual real relations between step-siblings would be perfectly legal.

So if step-siblings have sex and record it for sale. The relationship is legal but the porn isnt. Big oof. Hope they aren't voyeurs

You are right. The law is for actual portrayal of incest. Though it also covers step siblings where one is portraying someone under 18.

It's already illegal if anyone is under or portrayed to be under 18, so that's not true.
