Because Musk is a con artist, this is just another version of the Hyperloop.
He takes existing technology, pretends he innovates it, then it goes NOWHERE because if you fucking think about how it would work for 20 seconds you realize it's just theater and will never actually exist in any form.
I will bet my house that YOU WILL NEVER drive a car that can jump, ever. It's not a "flying" car.

Concept flying cars have been a thing for decades and most of the ones seen before have been at least somewhat more convincing.

If still impossible to make legally and economically practical.
