As someone who lives in and loves the EU: That shi is not “wildly useful” 💔 just a nuisance and pointless since 99% of people already didn’t lose their caps. Definitely one of the worst things they ever implemented
And that's assuming their percentage is even remotely accurate. I suspect far more caps are lost post-consumer, and this measure cuts back of that dramatically.
