watch plenty of tutorials, i'm assuming you want to deform this mesh with armatures and a rig as a character, just search for character retopology on youtube and there should be hundreds of great step by step guides
if this is just a background character in a game or animation you can get away with hacky solutions like using a remesher, whether one of blenders built in ones or a better external plugin, like quad remesher or retopoflow and then rigging it
if this is a hero character or something with facial animations they you're going to have to do it the manual way

FYI u/trkdsgnr your Reddit account is shadowbanned and all of your comments are being filtered. You need to appeal the ban in order to fix this, we can't help you on our end unfortunately. I've approved your comment here and in the hair particles post, but please be aware that we won't follow you around approving all your comments, so they will be invisible until the ban is lifted.

Some of the specifics are outdated (the video predates the retopology overlay option and the Face Nearest snapping option, both of which make retopology much easier) but this video was my introduction and a lot of the fundamentals are still solid: https://youtu.be/OuFwUaS8y1I
