Goofy is not a dog. He's a goof. His name is Goofy Goof, like his friends Mickey Mouse and Donald Duck. If there's evolution in Mickey's world, it's the equivalent of a human and a monkey, 2 divergent paths from a shared ancestor.
Goofy just has a better agent. I have this from Goofy's own mouth. (attended a panel with Bill Farmer, and he got the inevitable question, and gave that answer. The extra funny thing, of course, is that he's also Pluto's voice actor...)
