What are the morons in that government doing this time?

The UK has been implementing a set of laws targeting "extreme" pornography that includes but not limited to incest, strangulation, and age play (adults pretending to be under age). So since the comic implies some level of face-sitting, the joke is that the UK will ban it cause it involves some degree of suffocation.

I take it back because morons was clearly an understatement

Cousin marriage still perfectly legal though. You just can’t pretend to be cousins and film it for adult films.
