It's just TP. Looks like a cheap brand. I use rolls of TP for blowing my nose as I'm too cheap to buy tissues when I can just use 2 squares of TP.

That’s cheap toilet paper, probably comes out of the same factory as cheap paper towels. Just different paper running thru the same tool dies.
