Elon is unintelligent enough to think that flying cars are a good idea when most people either suck at driving normally or can barely afford gas for a regular car, let alone a flying car that would need way more energy to work.
I recall him saying, during discussions about the Hyperloop, that flying cars would be a very bad idea. No one wants these vehicles flying overhead, potentially falling onto their homes or families. Insurance companies wouldn't get involved.
